If the only thing ice is good at only hits 30% of the time, then ice is only 30% good.
But there's also only 20 ice-types that can learn Sheer Cold out of 51 ice-types in total, or about 39%.
So if 39% of ice-types are good 30% of the time, that would mean ice-types are approximately 12% good, if we're being generous and rounding up.

Aurora Veil is only good on Alolan Ninetales, and maybe Vanilluxe. Abomasnow and Aurorus are irredeemably bad because of their secondary typing paired with Ice, Aurora Veil needs hail to work.
Blizzard isn't even exclusive to ice-types.

>hail has basically no benefits outside of 2 moves, compare that to the other 3 weathers which have amazing buffs like boosting a specific types special defense or lowering the damage of water types
>most water types learn ice beam anyway so there's little competition for special attackers unless you have something to set yourself apart, like ninetails
it's bad and crippled against sneaky pebbles, but hey at least you're not current bug type.
