Revisited the evolutionary line's Pokedex entries to try and come up with something fitting. I'll give Luxray a good, physically electric move to take advantage of their good attack stat. Electro Claw would basically be a recoil-less Wild Charge.

DP is 90 BP so you're missing a lot of KOs and it's not worth it. Of course it would be broken as a widely distributed move, but as signature for Noivern I think it would be okay
