That's wrong, you're excluding the Slugma you can get from Primo in HGSS. Distribution is better in HGSS because you have cross gen evolutions and the safari zone/the new routes next to it giving you early access to a bunch of mons before you access Kanto.

That's a total of 17 pokemon which is over 10% of the Kanto dex. HGSS don't just bring back pokemon it brings back places, Cerulean Cave, Seafoam Islands and Viridian Forest are back in HGSS.
