It definitely makes sense given her outfit, theme of sleeping constantly (Dream Eater) and there only being a singular ghost line with the Tower serving as the Gym itself instead.
Agatha herself could have instead used Grass or Normal, in fact Normal would have been a real difficult time in reality due to Gen 1 mechanics and her likely having a Tauros and a Persian.

It was better for her to be a grass type gym leader. Ghost types are best when left to be kind of mysterious. They should’ve added a powerful ghost trainer at the top of the tower and that’s all.

Considering her attire and how different R/G are from the rest of the series(since nobody expected it to be a hit), I wouldn’t be surprised if she was literally going to be a ghost herself. Like a “is she or isn’t she?” type of deal and that would’ve kept the mysterious aspect of the whole thing
Personally I’m okay with either. Ghost and grass as some of my favorite types and Erika is one of my favorite gym leaders. It’d be cool if GF ever gives fans an easter egg relating to this. Like maybe a halloween Masters outfit where she’s paired with one of the grass ghosts
