Charizard has chest and arm muscles in more modern renditions.

God this design gets worse every time I look at it.

Even in the example you posted there's such a massive difference in anatomy, Typhlosion has a really similar run cycle to a lot of small mammal Pokemon, most notably Pikachu, meanwhile Incineroar is so humanoid it has to run on all fours like a gorilla.

Notice the huge difference in how Incineroar just looks like a regular guy in a suit running on all fours whereas Typhlosion looks like an actual hamster.
