It's just more legal naked shorting, they need to buy shares to stuff the ETF, but once they have that they can basically naked short the contents of the ETF. It's not really the same as rehypothecation because they aren't borrowing the contents, they really are making new shares to circulate in the stock market. More risk being assumed by the settlement agent, DTCC. Blown up funds with unsettled deliveries are their responsibility. This play continues to be and has always been a squeeze on the DTCC itself.
