UVIX is a rolling average of the front and forward VX futures months. Right now since front month expiration is in 5 days UVIX is mostly in the forward month which is up 0.62% as of this moment. If you're going to trade volatility ETPs I'd suggest learning how they work and keeping an eye on the true underlying which is not the spot VIX.
