A lot of JRPGs DO have a ton of exposition and cutscenes though, and honestly I don't think that's an issue at all, I appreciate games that work to build the world.
The problem with Pokemon's huge glut of dialog is that it's 80% filler and there's zero cutscene skip like any modern game.
Sun and Moon were fine and even great your first time around, but they're fucking unplayable if you want to go through the game a second time since there's literally over 5 hours of cutscenes and the early part of the game is a nightmare. All of it could be fixed with a simple "press + to skip+ and yet lmao gf.

Most Megaten games are exposition-light to various extents, Persona aside.

The massive amount of textboxes have been a problem since Gen 3, there's two or three scenes of Archie and Maxie fumbling for too long trying to explain flooding and land development. Cyrus has twice that many scenes trying to make Team Plasma and his views on godhood make any sense.
Gen 5 onward just extends all that bullshit dialogue and now it happens whenever you get into a new town

Gen 1 and 2 had basically NO STORY AT ALL.

Besides the skip cutscene problem (hoping it sticks around future gens) many cutscenes are all talk and no show. JRPGs tend to have a balance of both, even in sprite based games. Pokemon they usually just tell you. I can think of a handful of times where they actually had something happen on screen beyond an NPC moving back and forth.
If anything early gens were kind of low quality in terms of JRPG writing. Other GB games had enough story, or at least enough that they could shove onto those small memory things.

This is probably the biggest issue with Pokemon.

>any "cinematic" cutscenes are saved for the literal climax of the game, while the opening parts of all Pokemon games are the definition of a chore to sit through
Meanwhile other JRPGs have crazy ass fight scenes with full voicing some 20 minutes into the game, and that's not to say a game needs voice acting and le epic cinematic graphics to be entertaining but just about everyone else is working a lot harder to keep the player engaged than Pokemon is. PLA kind of fixes this by just letting the player do whatever they want most of the time but all the core issues are still there.
