If Game Freak doesn’t hate than they would give it Nasty Plot since the Hisuian form gets Calm Mind. But this is the same company that was spiteful enough to gave it a god-awful movepool in the first place, and ban it from the game were every Fire type got broken special ground coverage.

Thunder and Thunderbolt because volcanic lightning. If Game Freak was actually sensible then Typhlosion would've already been able to learn these but... this makes too much sense. Mind you, Entei (also known as the Volcano Pokemon) isn't able to learn either of those two moves either.

probably not to encroach on Raikou but at the same time Suicuine gets to learn gust and aurora beam for lore reasons so why Entei couldn't get some more volcano-esque attacks is disappointing. But I guess they did give it Ho-oh's signature move in gen 7.

Unovan has better defenses and less weaknesses.
Hisuian is a better sweeper but Unovan looks like a better tank.

OG Typhlosion in comparison doesn't look like it can do anything the Hisuian does better.

Yes by 5 fucking points in each stats and they're still below average and not supported by an adequate movepool. So it's only marginally better than Hisuian Samurott as a so called "tank" and still ill-suited for the role compared to any actual tanks (like Swampert). The increased speed and Dark type STAB help so, so much more, considering both forms are ultimately wallbreakers and cleaners (although Samurott is probably the worst known Water/Dark type).

By contrast Typhlosion's increased speed COULD theoretically help it a lot more for its intended role (there is a lot of stuff sitting between 95 and 100 speed) but of course it is also completely offset by Hisuian Typhlosion's Ghost type and unholy combination of Scald and Hex (and Typhlosion does look like a competent Fire/Ghost type if it retains certain moves such as Focus Blast).

Depends on the moveset. I mean they're both still going to be shit but if Hisuian gets Eruption Johtonian is completely out of a job.
