Yes, but the anime got it kind of wrong. Mold Breaker completely cancels out all abilities, not just ones that would affect damage.
Roark's Cranidos/Rampardos had Mold Breaker and was shown resisting both Elekid and Pikachu's Static, which doesn't work in the games.
