They know no one wants to roll on units in the general pool. Dena needs to figure out a way to get players to do so. Until then expect more Fairs unless something drastic happens.

That's why I've been skipping way more units than I would've originally believed I should. After Steel and Dark Zones came out right after Ghost and Dragon I knew that they were going to churn them out and that there was no way I'd get them all as F2P. So I prioritize skipping unless the unit is a character/mon I really like or directly enables one that I really like.

They should really focus on introducing characters to the general pool that have them before slapping them onto alts or fairs. Like with Bianca and May. It'll bring some more life to the general pool along with giving people a way to still get these moves if they missed the fair.
