Gengar is a standalone pokemon, so it feels less egregious when he gets love compared to shit like Squirtle and Ivysaur getting booted from Smash Bros so Charizard is the only character, Charizard being the only one with 2 megas, being initially the only one with a Gmax, etc
There aren't two other beloved mons being outright spat on in favor of Gengar

It's an example of a good Pokemon design - simple yet very effective and came to be loved on its own without needing to be a start or legendary. Its grin can be interpreted as evil or mischievous or even cute. It also has the Clefable lore going on.
