For the same reason the Combee line isn't Grass type. They're fairies that interact with flowers and collect pollen, not actually plants.

There is no precedent for bees being grass type though. Weedle line is bug/poison.
These two lines, despite having all the visual indicators of beinga glass type and even having several grass type moves in their moveset (Comfey can actually learn MORE grass type moves than Fairy ones) they're pure fairy

But nor is there precedent for Fairy types being Grass type as it's a newly established type. In fact, Flabebe sets the precedent for Comfey. Flowers are a typical association of fairies, actually (think Midsummer Night's Dream, fairies who 'dew...orbs upon the green', Peaseblossom, Mustardseed, and co.)

No, because those are actually plants, and Florges is not a plant, and Game Freak is the final arbitrator on whether a Pokémon that carries some plantlife on it actually is a plant or not. Fairies and Grass type flower Pokémon remain distinct though not mutually exclusive categories, and Whimisicott exists as an example of a retroactive Grass/Fairy.

Yes, those are plant Pokémon, and Florges is not a plant Pokémon. It simply wears a collar of flowers.

But Flababe is specifically because
it was THE Fairy type in gen 6. It's the first Fairy you see and its evolution is one of the strongest non-legendary fairies in gen 6 (at least in BST). It was meant to be a clear example of the type, so pure Fairy instead of a dual-type that would change its strengths and weaknesses.

That's because gen 1 was dumb and designed like ass. They added the poison type at practically anything that was remotely spooky or scary. Gen 2 came up with the dark type for a reason.

Agreed. Flabebe was created as the pure Fairy type Pokémon poster child, and on a route with different colors of flowers, it would be among the most iconic Pokémon found there. It exists just to show people what pure Fairy is like and the type’s weaknesses. We had Azurill and Ralts, both introduced in this or an earlier route, which were not pure Fairy, so people would be confused as to which types are compatible with it.
There is also the motif with life and natural energy associated with Fairy, and it is fitting that a Floette was brought back from the dead thanks to Xerneas’s power.

Because it's the small fairy-creature not the flower the pokémon. It's like saying why isn't Kadabra STEEL type because of it's spoons.
And Florgess just DRESSES with flowers but the nature magic powers come from fairy type. Yeah FAIRY is not Tinkerbell type, Fairy is life (xerneas, enamorus, magearna soulheart which is alchemical life MAGIC nature life, etc) and nature type (guardian deities).
