Considering Parfumerie Palace is based on the Palace of Versailles (which is where the last two treaties of the Peace of Paris that ended the American Revolutionary War) and Unova is based of a state that was part of the 13 colonies, it makes sense to have their legendaries be represented here.

Not really. It feels like a there's lot of Unova Pokemon on the routes but proportionately there isn't. There's only around 80 or so Unova Pokemon in the Kalos Dex in contrast to around 110 Kanto Pokemon despite the number of Unova Pokemon being more or less the same size as the number of Kanto Pokemon (slightly larger actually). While the Dex distribution didn't overtly favor Kanto to the same extent as the SM Alola Dex did, it still favored Kanto. The BW2 Unova Dex favored Hoenn, Kalos and Unova Dexes favored Kanto, and the base Galar Dex favored Unova.

The only reason it """makes sense""" is because alola was already irrationally obsessed with kanto enough for the precedent to already be there
in an in-universe context there's hardly much reason for a region halfway across the ocean to take a good half of its culture specifically from a small region so far away. if we use the logic that there were a lot of immigrants from kanto/poke-japan, why would the other regions in that location not have just as much influence? what is special about kanto that no other region offers?

It makes sense because the gym is a man-made building in a town full of people from Johto and Kanto. It's literally a thing that happens in real cities.
