It's a candidate for laziest/most bland Pokemon design along with the likes of Tauros, Stantler, Krabby, and Seel. It's easily the laziest starter design. It barely changes when it evolves from Quilava and the entire Cyndaquil line has its stats copy pasted from the Charmander line. Sorry, but that's the truth.
