Why not just add like 15-20 new quality mons every generation, and a bunch of new regional forms and new evolutions/branched evolutions for older shitmons. Like do really need another regional bird line, regional bug line, regional rodent line?
They design Pokemon based on what the game needs. If the game calls for a three-stage Flying type, the game designers ask the artists to design one.
