Why not just add like 15-20 new quality mons every generation, and a bunch of new regional forms and new evolutions/branched evolutions for older shitmons. Like do really need another regional bird line, regional bug line, regional rodent line?
There are probably marketing reasons behind it, like they've done research that showed new monsters sell better than redone old ones or whatever
They design Pokemon based on what the game needs. If the game calls for a three-stage Flying type, the game designers ask the artists to design one.

Meganium and Typhlosion have shitty movepools because they're quadrupeds, and quadrupeds are naturally more limited in what types of moves they can learn due to not having arms.

The rotation has already happened. It's exactly what they said was goin to happen when the dex rotation was first announced.
