I watched it about 6 times and I think it’s about parents being too strict on there children? It’s obviously a coming of age story but that’s what I got

The girl's mother is terrible to her because of personal trauma, but when everybody tells her she's being mean everything is okay immediately ignoring the years of pressure.
The panda has basically no connection to the plot other than being the source of the mom's fear

The red panda is a period/puberty allegory, and they don't make that subtle either. It's about a girl becoming a teenager but her parents/grandparents not accepting change and wanting obsessive control.
Honestly I don't like how they portray it (puberty/periods turn you into a literal monster, obvious furry/pedo bait, unnecessary and poorly researched nostalgia bait). Globohomo is an awful artstyle also.
