Judging from the increased distribution of Close Combat among Pokémon that don't have the Fighting type like with Haxorus, Tyrantrum, Lycanroc, Granbull, Arcanine, and Zangoose, it seems to be for Pokémon that have a tendency to fight up close.

Close combat is good to break steel types. As per fixing him, rework the stealthy rocks to do fixed damage (1/8 would be good) to all pokemon regardless of type. Now it can run eviolite or other more useful items like life orb. Maybe give him earthquake to further break steel. Fixed.
