That is correct. Strangely a lot of people fail to grasp an even simpler yet equal truth in reverse (simple addition instead of subtracting with percentages): if they're told the number 4 (or any other number) followed by a dot followed by forever repeating 9s (indicated by "..."), in other words "4.999999999..." a lot of people will tell you that's the same as 5. But in reality of course it never reaches 5. Might be just as good as 5 for any purpose, but it can never become 5.
