That's an out-of-universe explanation that breaks the 4th wall, not an in-universe explanation why the typing doesn't match the design (good examples of which are Lurantis and Sudowoodo).

It took them three generations to make a single pure ice type. If you think they care about unique type combos then you’re just a dumbfuck.

In-universe, if the Haxorus line isn't steel type, it's likely because the scales and tusks although very strong, aren't comprised of whatever "organic metal" that other steel types have like Duraludon or Bronzong.

Diamonds are capable of cutting through metal but that doesn't make them metal. Given Haxorous' mineral eating habits and its mold breaker ability, I'd say that Haxorous is closer to being a Dragon/Rock type if anything.

Because in gens 4- they made Steel more profoundly related to metal and not just a typing for very hard things. So for something to be Steel it tended to have like a kind of inorganic quirkiness, or was related to metal in an elemental sense. The hardness, lethality, and luster of steel per se are qualities often embodied by Dragon type Pokémon. Haxorus is sort of a statement as to what pure Dragon types look like; Dialga by contrast has a much more profound affinity with Steel as a concept of many connotations, particularly the rigidity of time.
