I'll always use Dodrio for my Gen 1 Flying type, but if I HAD to choose between these two it's Spearow all the way.
I might not like Fearow as much as Pidgeot, but a Flying type without Drill Peck in RBY is more cumbersome to use.

I like the fact that Farfetch'd was hardly popular or well liked in the gen it originated from but suddenly got badass regional variants and now everyone loves him. He deserves it imo.
