Because unfortunately they make up a large part of the audience for Pokémon. It's big enough that people who don't like the games play them out of FOMO or nostalgia despite disliking everything the games have been for the past twenty years. Pokémon Go brought dozens of them back to Pokémon and PLA is more red meat for them unfortunately.

This is right. Luckily for mainline Pokemon it has multiplayer which makes it worth playing and Arceus is pretty decent as a single player game.

Monsters aren't really the focus of the game as much as other games, though I do think things like familiars would be a mon element.
I know Monster Sanctuary is a mon game that's also a Metroidvania, but I know nothing about it.
