they specifically establish that the galarian bird trio are a total mystery and are only referred to as articuno, zapdos, and moltres because of their resemblance. they could be regional variants or could be completely different pokemon, no one knows.

and yes, legendary pokemon aren't always unique. it differs depending on which ones you're talking about.
