Also why would an oil company spend billions to start back those plants or drillings if another oil crash could happen in a few years? Oil demand is past its peak, at least in the developed world, and likely it will be in the whole world during this decade, so they would rather invest in lithium mines and battery factories.

It's not really a secret. Libya is in a civil war between the east and west part of the country. The east is winning but most of the world refuses to admit it and has been supplying & supporting the west. Almost all of the oil is in the east. Shut down that oil when everyone needs it and maybe you can get them to flip and support the east. Also the UN demands that they share the revenue with the west, which they don't want to do.
