These immigrants are the equivalent of mainlanders sailing to and colonizing Japan while the Pearl/Diamond Clans are the savage Ainu. It's like Europeans colonizing the USA and Canada; it was a net positive.

Modern day immigrants can be alright and while they certainly aren't as bad as black people, if they get uppity and try to force their culture on the native population (like is happened across Europe with Muslims) then there needs to be more done to prevent their spread.
