The game writers hate the idea of Pokemon as characters, they want Pokemon to be feral beasts so that they can write games about beong a beast tamer. Therefore, outside of legendaries, Pokemon can’t be allowed to have significant characterization or make any significant independent actions to drive the plot.
That’s why Pokemon are portrayed in a worse way in the games. It’s a stretch to even use the word “characters” to describe them. They’re interchangeable animals with next to zero observable personality. The anime is different because Shudo set a precedent for them as being more complex creatures. The game writers hate this and want to subvert it, hence going as far as to not let Meowth talk in Let’s Go.
This is really unfortunate. Imagine a game where your Pokemon had as much personality and charm as the Pokemon you see in the anime. This is withheld from the game canon because the writers don’t like it.

Idk the quests in PLA didn't seem to really imply this. Ones with static pokemon like the team of 3 bidoof and the Drifloon that wanted the kid to come home with him because their friends being the origin of the "drag to hell" myth gave te Pokemon quite a bit of personality
