We only have 242 circle icons from PLA and we don't have any full-body icons for the Hisuian mons. It can't be one or another as of now.

If no artist made sprites for PkHex to use, then it cannot use sprites for those species.

Yes, but National Dex consistency has been lost since BDSP started using much higher quality icons but only for the first 493 mons.
Unless Gen 9 makes icons in this size/style for Gens 5-9 (which is highly unlikeable) all Pokémon databases will have to rely on mixing icon styles.
We can only hope for an incredibly autistic artist to take up the task of doing icons for the National Dex.
