Nope, the Dialga, Palkia and Giratina you capture in Legends are the full power real deals, but they're holding back in battles under your command because their true power would quite literally be too much and threaten the fabric of reality into a world end scenario.
The Arceus you can obtain, however, is nothing more than a "piece of itself" in the form of an avatar representing its Thousand Arms, because the actual Arceus is literally unfathomable in every sense without abstracting itself into a simple concept such as the light it chooses to convey itself as in the opening and other parts of the game.
