It's due to an extremely incomprehensible form of post-lobotomy dumbfuck fucktardiness. I advise against trying to find out why Game Freak does this (and not even giving Ice any resistances other than to just itself) is because just trying to get a minor idea of as to why this happens is a guaranteed loss of braincells, maybe even worse.

GameFreak regrets ever making the Ice Type since it was initially literally only made to counter Lance's Dragon Types, and Masuda wishes every day he could retcon Ice into a move-only type exclusively for Water Pokemon so they get even more biased treatment.
