Here's a ranking of all the Pokemon games I've played. Been playing the series since 1999.
Legends is only great tier. Not best of the best IMO. The new gameplay systems are fucking amazing and carry what is otherwise a bit of a mess of a game on it's back. If Gamefreak can nail an interesting open world, decent graphics, and decent quest design next time we're golden, or even if they just keep it at this level of polish but add stuff like trainer battles and gyms and whatnot next time around. It's very unlikely that the next Legends style game won't get it's own tier above the rest of the series, in my opinion.
Gonna be honest Stadium 1 and 2 are entirely placed back on how they hit in the 90s.
Locking postgame to a separate game in 2022 would obviously be a dick move. But the fact that Stadium 1 and 2 gave you a postgame at all back in the day was mindblowing. You could sink your teeth into Pokemon Stadium 1 or 2 for a year and still have stuff to do with your main game team once you've exhausted it of content. It's not entirely based on being in the 90s, if you played through crystal on cartridge today and then went and did Stadium 2 you'd have a great time. There's just a layer of obfuscation in experiencing the game today unfortunately.
2 is just 1 but better. Gen 2 battle enhancements and new Pokemon, new features, better graphics, etc. So 2 went on top and 1 went a tier below.
PBR didn't score higher because the content exhausts too quickly. It's made for normalfags to beat whereas Stadium 1 and 2 expect you to get sweaty

They're the only games in the series where your selection pool is limited enough that the devs can know what you're working with and design encounters around that. The games jointly have the best encounter design in the series. They don't have the exploration of the series at large, but they're the best battles in the series. The level curve is always right, you're constantly cycling Pokemon for great variety, the fights are fun and the later fights are challenging. The genius sonority gamecube games are bliss.

This is definitely one of the worst things the remakes did.
