They sell a lot and exhaust every other avenue for hiding short interest first, then when that fills up, and the shorted shares start spilling out like spaghetti from their pockets then they need to start borrowing to stall for more time. Borrowing usually only happens after the short has already taken place for some time, it's for resolving FTDs when/before they occur. When they open the short position the only requirement is that locatable shares exist (so they can borrow them later).
