Seems to imply the DTCC will assume the responsibility to delivering shares back to the borrower if the lender cannot. So they'd be buying the shares once hedges run out of capital. I'd guess it's a way to handle the situation without forcing them to liquidate their holdings all at once and crash everything. Instead DTCC picks up the tab for the immedaite issue and the hedges pay them back over time by liquidating their positions slowly. So it's the "Save boomer retirement funds from completely collapsing in a day and let them down gradually so they don't lynch us all" rule.
