Within 5 minutes call Amazon and report by saying that someone in the condo or area stole the package because it results delivered but you didn't receive it. Say the delivery man left it outside, do not say he didn't come.

depending on the region they might check returns really sloppily, some people in europe returned dirt with the matching weight for hundreds of thousands worth of product before they got caught. you could return things like broken headphones and claim they were defective or damaged when you received them, then you have plausible deniability. you could return fake stuff and the amazon worker might not notice that they were fake or you could claim you received fakes. you could return an item with some accessory missing as if it was an honest mistake etc. you're not really going to get into trouble unless you scam huge amounts, like think how little effort your local law enforcement put into investigations into burglaries etc.
