Why should people who can't support themselves be able to have ANY children? To raise another generation of government dependents? You know, the world is full of people who choose to not have children because they don't feel they can properly support them even though they have jobs and work hard. It is a big problem in Japan. So they should pay taxes to support people who don't work at all and still get to have children? People living on government handouts should be prohibited from having children.
