Rice, garlic, and onions are your base. That takes care of the meal filling you up as well as flavour. Add to that whatever cheap veggies and/or discount meat you can find that fits your budget.

Beans and more importantly peas of all shapes and colors. Piss-easy to cool and clean after, super filling and cheap, compatible with pretty much any other ingredient and spice out there.

instant pot lentils and rice. instant pot buckwheat if you're REALLY poor.
