They are going off of the definition "bottlenecks and extremely slow periods of time are not downtime", which is quite frankly ridiculous because no blockchains have ever "gone down" except Solana.

Only reason why anyone has heard about Nano is that they lied about Nano having 7000 tps (reality was 1% of promised tps) when BTC network was clogged in late 2017. Worse Nano has the absurd business model that they can get suckers to run the network for free, zero compensation whatsoever, and thus have zero fees. Works well when NOBODY is using the crashed tech network. However, if you ask how much it will cost in CPU, IO, bandwidth, hardware etc to run a global network on their plebbit page, /r/NanoCircleJerk, you will be banned within seconds.
