Because there are so many 2017 holders who bought it below a penny and have enough that they can dump it forever and still be in massive profit. Same reason FTM never hit the highs of SOL, LUNA, AVAX, etc. despite having a comparable DeFi ecosystem – it was just too cheap for too long giving way too many people the chance to accumulate huge bags at a ridiculous discount.

Yes, why wouldn't they. It's not often talked about, but letting the price of your token stay so low for so long is a maasive fail for a crypto project. It makes it almost impossible to moon. On top of that there was no ICO for Ripple/XRP and therefore no listing pump when it hit exchanges, so literally everyone who bought it back then is up hundreds of percent and massively outweigh the relatively small number of bagholders who bought it at $3.40 and are still waiting for a pump back to ATH to break even.
