For a start you don't mean 'order' you mean 'legislate' and then order.. An order without law backing it is ineffective.
So there is your question answered - in order to 'ban' crypto in a country (a democratic country) you need a law or laws in place which give the government power to make illegal (ban) people from cashing out from centralised exchanges.
And what do you need to pass a law? Votes.
Look at the state of your country's policies towards crypto.. If there's more support for it than against it then it becomes very difficult to 'ban' people cashing out from centralised exchanges.
