no that would only work with price ceilings because there is no black market for selling ruble when you can give it to the central bank who will pay more for it
i think russia is auctioning off their euro and usd. so the best bidder in the market would be the russian government. then they would be collecting as much russian currency as they can because they are offering the highest price for something that would be quickly becoming worthless. at best their best outcome to that would be burning like 90% of the rubles they own
