Crypto doesn't solve this. The on/off ramps are controlled by the state/(((them))) as much as anything else. Even if you can transact p2p you won't be able to do anything with it, and more than likely people will refuse to deal with any blacklisted addresses even in p2p.

The only way to remove that risk is to hold physical assets in your own possession.
