It was second highest behind Starrcade which was not only WCW's WrestleMania, but the nWo was extremely hot by December 96. People didn't know what to think yet in early July when it was just Nash and Hall.

Outside of Flair/Savage, Vader/Hogan was the next decent thing in 95 out of all the shit that was occurring at the time. Plus the event was called 'Uncensored'. People probably thought they would see tits and violence

Probably the predictability factor and being intrigued of not knowing what would happen since WCW was really in car crash territory by this point.
Nash was working Terry Funk the same night, so knowing him he probably didn't want to work double duty. So there was really no other choice but to put Benoit in since the likes of Hogan, Sting, and Flair were absent from the show and the company. Goldberg was also injured. Then Benoit leaves the next night along with Guerrero, Saturn, Malenko, and Shane Douglas because WCW refuses to fire Mike Graham and Kevin Sullivan, so the WCW title was Vacant again... then Nash immediately gets put in a program with Sid a few times.
