Next week, Thunder Rosa challenges Britt Baker for the AEW Women's World Championship. Many have been calling this the end of Britt's reign; but if she retains, I have the perfect candidate:
The Icon herself, Mayu Iwatani.
Why?
Mayu has, for all intents and purposes, done all she can in Stardom. Titles, tournaments, feuds, you name it. After she fails to unseat Syuri at World Climax, she should seek the richest pastures on the other side of the Pacific. ROH, Impact, and the NWA are all fine beginning options; but if she wants the most exposure possible, Jacksonville is the way to go. And who knows, her ties may reconnect Stardom and AEW, bringing down the Forbidden Door in the most Iconic (pun!) way possible.
Mayu is an ugly, sawdusting shitter that really needs to get those teeth fixed. Thunder Rosa is for sure winning. So your theory of that bug entering AEW is out the window.
She's not in charge, and what she says is not necessarily what she actually thinks. If much younger, more in shape, more skilled and better looking women come in, yes she will care. They will never use their other Joshi again if they actually have serious ones.

Rossy is a money first and upfront rotten businessman. there is no way he is going to let his protege go overseas for less than what they are paying Britt. given how TK doesn't give a shit about his women division, well never see mayu overseas again.
