AVAX doesn't just rely on L2s to scale and you can create unlimited subnets. Also fees depend on how widely a network is used and the garbage you're shilling isn't used, just like the other "cheap" networks in your picture. Sharding (in kadena's case adding more chains) is horizontal scaling.
The only projects that will describe "layer-2" as horizontal scaling are projects that can't scale layer-1.
Layer-2 is closer to compression (rollups or app-specific side chains, where the sum of many actions are settled onto L1) or gift cards (lightning).
The problem with L2 scaling/hub-and-spoke platforms is that now you need an interop/bridge solution to cross between individual L2 instances.... and generally you need to settle through the L1 (which leads to congestion if it doesn't scale).
Subnets need to settel to the P chain, therefore, subnets are L2, I am sorry.
