A quarter is 15 minutes, even if they hung around for 5 minutes, that still gets averaged against the remaining 10 minutes of the quarter.

You're also forgetting that ratings are calculated by Nielsen participants, that take TV viewing very seriously (they have to, they're paid and are constantly having to update their box)
