Well, thank God for that! At least someone decided to call on the Russian authorities to start working instead of the Ministry of Defense... After all, it is already clear that the Defense Ministry failed to cope with the recruitment of new recruits. And because of that it will most likely fail to cope with the mobilization. That is why the civil authorities, with open sleeves, are invited to work instead of those who receive money from the state budget for this - that is to carry out mobilization themselves. That is - to begin to catch the "chosen thousand" on the streets of their settlements, to "mobilize" them by their own local legal acts and then - to provide the MOE for utilization ... oy, that is, "for further implementation of plans ahead of schedule".
I assume that the Provincial authorities will fail in this task (in the vast majority) simply because they do not understand - how to do it at all. (And in the absence of their own guards, as Ramzan Akhmatovich himself has). In that case we'll be left with only two choices:
1) To suggest that the entire "self-mobilization" of all the Russian regions be entrusted to the person who initiated it - General Kadyrov himself (because he has the tools for this kind of "raids" which are not provided for by the law);
2) To go even further and call for individual 'self-mobilization' of citizens... It would also be nice to give them the tasks of "self arming", "self equipping" and "self supplying"... That would remove from the Defense Ministry (and more importantly, from its leadership) those extremely burdensome functions: to arm, feed and clothe their "utilized contingent"... i.e., to be mobilized.
