Read Operation Northwoods, specifically about the plane hijacking. They would use passengers who assumed aliases, the chartered flight was re-routed to an airforce base and an identical drone was flown and would be shot down.
The no planes crash theory solves no questions about 9/11 and only adds a layer of unbelievabality that deters legitimate questions from being pursued.

This theory was imagined by Israelis or those working on their behalf. It is spread online by them and an army of schizos who are ready to believe they're a brain in a vat on Jupiter.
