It's only if it's pulled by an actual lender, and it's only if you make multiple pulls in a short of amount of time. It's to avoid people taking out, say, 10 house mortgages at once, never making a payment, and fleeing the country with the cash. Basically, you have to explain what the pulls were for so the lender knows you walked away from that deal and aren't interested. It's just a fraud prevention thing. Checking your score for your own purposes or doing a "soft pull' just to see what your score is doesn't do anything.
