I can still understand (although I would not believe) when they talk about the reasons for the lack of mobilization activities. Maybe - indeed, amazing people are still hoping to get by with the forces they have. (However, it is not the authorities who speak, but the few pro-government propaganda bloggers who "bleat", while the authorities themselves remain silent "like a fish against ice").
But every day reading about so many civilians (including women and children) being killed and wounded by AFU shelling of cities in the LDPR, Kherson and Zaporozhye regions, I cannot understand why there is NO NORMAL evacuation? When the state routinely evacuates people to pre-deployed camps ("camp" is not always a row of tents with dug-out pits in the distance - there are a huge number of semi-empty and generally empty heated shopping, cultural and other entertainment centers in our country, for example, which can accommodate many tens of thousands of people freely and even relatively comfortably). When evacuees are found a job in their specialty and/or are sent to military and civilian production, which they need to feed their families normally (over the subsistence level which the state MUST allocate to the evacuees), and to the state to organize a normal home front. When children are immediately allocated to educational institutions, the sick to hospitals, and pensioners to "social services". When refugees are explained to them through outreach work - they are visited by government officials, they are listened to, they form their own administration which communicates with the authorities in the places where they stay.

And now we do not even have a clear definition - in what zones and at what distance from the front line (and for what categories of population) evacuation should be voluntary, obligatory and even FORCED (yes, yes! it is a normal military practice!). And in general - it doesn't even say anything about the NEED for such permanent actions.
Nothing has been done for half a year now. At most, people are sometimes evacuated (more so "at will" than under the normal state procedure), people are put on "refugee food rations" and no one takes any particular interest in them, except the FMS. Every urgent evacuation turns into (to put it in jargon) "trash and mayhem"... - It demoralizes both those who are evacuated and the rest of the population, who are watching.
During the early parts of the invasion in late Feb. Ukraine was making minorities wait till after all the white women were processed to help the male minorities leave the country.
