Most of the structures aren't sound anymore and it's a cleanup nightmare for hazard mitigation and whatnot. They held onto them thinking something would come but the cities already expanded and set up shop elsewhere.

The way things are going, there's about to be the largest opportunity ever to bring back manufacturing. The question is whether we have the means to actually do it. Even now there are huge shortages in manufacturing. Despite the pay going up there are more manufacturing workers leaving to other fields than entering. It's going to take huge incentives to get so many more workers. Perhaps an apocalyptic recession and gutting of the service sector will be enough. And then the training and retooling will take several years. But we might have no choice but to do it.

They're facing a nightmarish demographic scenario leading to spiking labor prices (that they've been covering up has actually been increasingly bad since 2004), and will also face an energy crisis once Russia can no longer ship to them. America and its immediate circle (Canada, Mexico, Taiwan, Japan, etc.) will have to take up the slack.
