Every Italian region it's a small country per se. This is what people who are not from Italy don't understand. Tuscany is radically different than Lombardy, Sicily is worlds apart from Sardinia... Italians aren't a single people.

And to answer your question, Southern Italy has huge problems thanks to corruption. Our criminality is different than yours (it started from Sicilian separatist groups who eventually became the "mafia"). Imagine it as some sort of subtle parasite who sucks the money from our taxes away, destroying many aspects of our public sector.
